There have long been both the first option and the second.
Western model
For example, in about two dozen countries, French is the state language, and education systems there are built in much or almost the same way as in France itself.
In the management model of the local educational institutions, neither the director, nor his deputy (there are not several, but only one), nor the “surveillant général” (our deputy director for educational work), nor, moreover, the intendant, who carries out financial transactions that do not have a training load. The heads of schools and lyceums there, in contrast to ours, stop teaching when they take office, although most of them have worked as teachers for many years before that.
There, they are the managers who are obliged to ensure the smooth functioning of all segments of pedagogical and student activities of the institution in full compliance with the same for all institutions of the country regulatory and systemic state requirements. Therefore, for every remark of the head, the teacher a priori does not have an informal-silent opportunity for "self-indulgence", because "… and they are the same."
Of course, the probability of equal job requirements for such an organization of the institution is as high as possible. Especially if there is a nationwide open competition to fill vacancies in the institution, and not personal selection by the director of the institution.
There, the teachers themselves choose the desired place of work: the vacant place will be occupied by the one who among the applicants for a certain place in this institution as a result of the annual open competition will see on the Ministry’s website that he has the most points. The latter are determined not by voting from the members of the competition commission, but according to the national classifier of qualifications of the teacher and the accompanying factors of social protection to a particular person.
Post-Soviet model
I don’t think it makes sense to describe it, because every adult citizen has passed our school and knows all its "internal architecture" well.
Similarly, how it (efficiency and legitimacy) in our system of "management" with the directorate, which is a "teacher of teachers" and for which the position is "not a position, but a state of mind", and "the institution is the meaning of life "only he who does not want to know or simply admit it does not know. Things are more than bad for us here – there is a shortage of teachers even in our capital’s schools, even for an additional 20% from the Kyiv City Hall to the general state standard payments.
Of course, this is not about some good cases, but about the integrated state of education management. Good examples are not a general systemic characteristic, as, for example, our always successful teams of five at international student competitions are not an indicator of the level of success of the Ukrainian school system in general, which is why the recent PISA results are clear evidence.
On the way to change
Now, in addition to further progress in the implementation of the NUS project at the stage of its transition from primary school to gymnasium (grades 5 – 9), parallel work is beginning on a project search for a new teacher profile format of a new Ukrainian school.
It is pertinent to note that, in parallel with the recent situation, there will be a need to change the existing authoritarian format of governing educational institutions.
Leaders of the new generation must be taught not only to be able to continue their teaching through its dissemination among teachers themselves, but, most importantly, to system management, which is primarily the ability to manage processes, not people.
And this does not happen without a new culture for us to implement the procedures of collegial decision-making important for the institution (not to be confused with the current work according to the budget).

The committee will show political will to strengthen the public need for mathematics and science education for high school students by expanding the list of specialties in universities and colleges that will require EIT certificates in mathematics, physics / chemistry / biology / geography up to the segment of medical and legal education, not to mention IT, no matter how the "defenders" of the people lament? the committee will dare to institutionalize in the law "On complete general secondary education" a key condition for the really successful formation of a model of stable quality educational activities of high school students, which requires unconditional separation of senior from the 9th grade? The committee will demonstrate that the simultaneous legislative implementation of the last two positions mentioned here a priori removes any risks of the system slipping into a mass transition to a senior humanitarian profile and at the same time removes the risks of weakening the humanitarian segment, as it cannot be a priori. qualitative without good philosophical training, which, in turn, does not happen without the ability to think mathematically at a decent level.
